Argentina: New guidelines to try and increase competition in Mobile Communications

Argentina’s government has approved a new set of rules for the creation of virtual mobile operators, which will allow companies -whether they have their own infrastructure or not- to offer telecommunications services. The move will allow the technology to become accessible to telephone cooperatives and cable TV operators alike.

    For fixed line telecommunications providers, such as Cablevisión and Telecentro, the new rules allow the companies to offer ‘quadruple play’ services, including Pay TV, broadband, land lines and mobile phones. Cablevisión already has the ability to offer Quad. Play services through its recently acquired licenses from Nextel.

    The new rules force mobile operators with their own networks, such as Movistar, Personal and Claro, to inform within 120 days their reference prices, which will be used to determine suitable exploitation areas where frequency channels are available from mobile operators, available to Virtual Mobile Operators.
